§ 23-1-4 SAME; PLANS; SPECIFICATIONS; MAINTENANCE; DAMAGES.
   Water mains that are to be constructed or extended, whether by the city or by an individual, firm, or corporation at his, her, or its own expense, for the purpose of carrying water supplied by the city shall reasonably conform to the general plans, specifications, and purposes of the city water system as determined by the City Council. Mains not the property of the city but carrying water supplied by the city shall be maintained in good repair by the owners or, as the case may be, the users of water carried thereby, without expense to the city, and the owners and users shall be liable to the city in damages for any injury the city, or persons to whom water is supplied by the city, may sustain as a result of a failure to comply with this requirement.
