Permission by the city to construct or extend mains that do not at the time of construction or extension become the property of the city, or to make connections from premises outside the corporate limits, shall not entail any obligation on the part of the city to construct, extend, or maintain mains or laterals to supply water to the mains in respect of which the permission was granted, or to premises not within the corporate limits.
