The provisions of this chapter shall apply to any vehicle and any driver of any vehicle owned by or operated in the service of the United States government, any state, and any governmental subdivision thereof, including the city. It shall be unlawful for any such driver to fail or refuse to comply with any of the provisions of this chapter, except as otherwise permitted in this chapter.
