Any person, firm, corporation, or entity providing such services without having previously entered into a contract franchise ordinance shall be in violation of this chapter and, upon conviction thereof shall be punished by the imposition of a fine of not less than fifty dollars ($50.00) nor more than five hundred dollars ($500.00) which fine shall be separately assessed as to each and every day in which such services are provided without the existence of the required contract franchise ordinance.
