It shall be unlawful for any person, firm, corporation, or entity to provide local exchange telephony services within the city of Scott City, Kansas, without first entering into a valid contract franchise ordinance providing for the assessment of franchise fees to the city of Scott City in an amount equal to those assessed to all similarly situated local exchange service providers.
