When a vacancy occurs in the office of the mayor because of disability, the president of the city council for the time being exercises the office of the mayor, with all rights, privileges and jurisdiction of the mayor until the disability is removed, or in case of temporary absence, until the mayor returns. In the case of a vacancy, other than a temporary absence or disability, the president of the city council exercising the office of mayor becomes the mayor. (1983 Code § 1-208)
