(A) The yeas and nays shall be taken upon the passage of all ordinances and on all propositions to create any liability against the Village, or for the expenditure or appropriation of its money and in all other cases at the request of any member of the Board of Trustees. The vote shall be entered in the minutes of the proceedings, as is provided by statute.
(B) The concurrence of a majority of the Trustees or three Trustees and the Village President is necessary for the passage of any ordinance or any proposition, except where the statute requires the favorable vote of 2/3 or 3/4 of the Board.
