§ 31.72 SECONDING REQUIRED; CERTAIN MOTIONS TO BE IN WRITING.
   No motion shall be put to or debated by the Village Board of Trustees or in committee unless it is seconded. When a motion is seconded, it shall be stated by the presiding officer before debate, and every motion before the Board except motions of procedure shall be reduced to writing, if required by a member, and the proponent of the motion shall be entitled to the floor.
