§ 31.70 GENERALLY.
   (A)   When a question is under debate, the following shall be in order and shall have precedence over order, as listed:
      (1)   To adjourn to a day certain.
      (2)   To adjourn.
      (3)   To take a recess.
      (4)   To lay the table (postpone temporarily).
      (5)   To put the previous question (vote immediately).
      (6)   To refer (to committee, etc).
      (7)   To amend.
      (8)   To defer or postpone to a time certain.
      (9)   To defer or postpone (without reference to time).
      (10)   To defer or postpone indefinitely.
   (B)   Motions (2), (4) and (5) shall be decided without debate.
