(A) While the presiding officer is putting a question, no member of the Village Board of Trustees shall walk across or out of the Board's chamber.
(B) Every member, previous to his making a motion or seconding the same, shall address himself to the presiding officer and shall not proceed with his or her remarks until recognized and named by the chair. He or she shall confine himself or herself to the question under debate, avoiding personalities and refraining from impugning the motives of any other member's argument or vote.
(C) When two or more members address the presiding officer at the same time, the presiding officer shall name the member who is first to speak.
