All committee reports, communications, ordinances, resolutions, contract documents or other matters to be submitted to the Village Board of Trustees, shall, at least five days before the date of each Board meeting, be delivered to the Village Clerk, who shall arrange a list of the meetings according to the order of business three days in advance of the Board meeting. The Board may consider urgent matters properly brought before it by a member of the Board or administrative official even if it does not appear on the agenda, provided first that a unanimous consent to do so is granted by the Board.
