§ 31.31 DUTY OF PRESIDING OFFICER.
   (A)   Besides preserving order and decorum, the presiding officer may speak to points of order in preference to other members and shall decide all questions of order, subject to appeal.
   (B)   In case of any disturbance or disorderly conduct, the presiding officer shall have the power to require the chamber to be cleared.
