The Village President shall be the presiding officer at all regular and special meetings of the Village Board of Trustees and at all times when the Board meets as committee of the whole. The presiding officer shall preserve strict order and decorum at all meetings of the Board, shall state every question coming before it, shall announce the decision of the Board on all subjects and shall decide all questions of order, subject to an appeal to the Board, in which event a majority vote of its members shall govern and conclusively determine the question of order.
