§ 31.16 SPECIAL.
   Special meetings may be called by the President or any three Trustees upon a 48 hour written notice to both the public in accord with ILCS Ch. 5, Act 120, § 2.02 and to all of the President and Board of Trustees. Such notice shall be given by the Village Clerk and shall specify the time and purpose of such meeting and shall be delivered to each member of the Village Board personally, if he can be found, and if he cannot be found, then by leaving a copy of such notice at the home of such board member in the presence of an adult member of the family of such member; provided that the requirement of written notice to the President and Trustees shall not be binding in any special meeting at which all of the members of the Village Board are present.
