(A) Submission of proposals. The Village Playground and Recreation Board shall, during the first month of each fiscal year, submit to the Village President and Board of Trustees a proposal setting forth the suggested rates for the use of the municipal swimming pool.
(B) Publication of proposal and the like. Upon approval by the Village President and Board of Trustees of the proposal submitted by the Playground and Recreation Board, the Playground and Recreation Board shall see to the publication, in the Recreation Department brochure or such similar Village publication within the Village of a schedule of rates for the use of the municipal pool; further, the Playground and Recreation Board shall see to the hiring of necessary employees for the operation and maintenance of the swimming pool, pursuant to the proposal and approval by the President and Board of Trustees.
(C) Deviation from schedule and the like. There shall be no change during any fiscal year of the published schedule of rates without approval being secured from the President and Board of Trustees.
