It shall be unlawful within the corporate limits of the Village of Schiller Park:
(A) To operate any landscaping device or machine (i.e., lawnmower, tractor, edger, etc.) between the hours of 9:00 p.m. and 8:00 a.m. each day; and/or
(B) To excavate, demolish, or make alteration of or repairs to any roadway, building, or other public or private improvement, other than between the hours of 7:00 a.m. and 6:00 p.m., Monday through Saturday. Notwithstanding the foregoing, the Chief Inspector, Director of Public Works, or Village Manager/Comptroller may issue a permit in case of urgent necessity to maintain the public health and safety. Any such permit so issued shall be issued only for suchduration as the Chief Inspector, Director of Public Works, Village Manager/Comptroller or Mayor deems necessary to remediate the urgent necessity. In all other cases, the Village President and Board of Trustees may authorize the issuance of a permit permitting excavation, demolition, alteration or repair Monday through Sunday during hours it authorizes, upon determination that the loss or inconvenience which would result to any party of interest, would be greater than the impairment of the public health and safety. Such permit shall designate the date of its commencement and the date of its termination as well as permitted days and hours of operation. Extensions may only be granted by the Mayor and the Village Board of Trustees upon formal application by the party in interest.
