(A) Taxicab rates shall not exceed:
(1) $1.50 upon hire for the first passenger and $1 for each additional passenger above the age of 12;
(2) $0.19 for each additional 1/10 mile or fraction thereof that is traveled in the taxicab; and
(3) $0.40 for each one minute of waiting time or traffic delay.
(B) Rates for baggage handling shall not exceed:
(1) Up to two items weighing less than ten pounds each shall be included in the rates in § 123.19(A).
(2) Each additional item over the two allowed in § 123.19(B)(1), weighing at more than ten pounds, shall not exceed an additional charge of $0.50 for each item.
(3) There shall be no charge for handling the baggage or packages of senior citizens or handicapped persons needing assistance.
(C) Schiller Park Senior/Disabled Citizen Taxi Coupon Program. Every taxicab licensed and authorized in the Village must provide service to senior and disabled citizens in accordance with the Schiller Park Taxi Coupon Program. To qualify for the benefits of this Taxi Coupon Program, senior and disabled citizens must register with and purchase coupons from the Village.
(1) Proof of age required. The Village Clerk shall sell coupons to any person 60 years of age or older upon registration and presentation of adequate proof of age. Adequate proof of age shall include:
(a) Valid State of Illinois identification card or driver's license; or
(b) Regional Transportation Authority ("RTA") reduced fare card.
(2) Coupons. The Village Clerk shall produce coupons. Each coupon shall be valid for $1.00 worth of taxicab service. Coupons shall be sold by the Village in books of ten for a price of $5.00 per book. No one shall be allowed to purchase more than four books of coupons per month. Upon presentation by a senior or disabled citizen passenger, all taxicab licensees and their agents, employees or chauffeurs shall accept said coupons in place of United States currency.
(3) Redemption. Licensees or their agents may redeem coupons in exchange for U.S. dollars with the Village Clerk. On the first business day of each month, licensees or their agents may present coupons to the Village Clerk. Within 30 days of receipt of redeemed coupons, the Village shall issue checks for redemption in the amount of $1.00 for each coupon.
(D) The taxi rates of fare established by this section shall be printed upon a card or sheet in plain and legible type. The card or sheet must be affixed to the interior of each taxicab in a conspicuous place so that it may be easily read by any passenger riding in the vehicle.
