Lighting of parking areas that serve an adult entertainment establishment shall provide a minimum light level of twenty five hundredths (0.25) foot-candle over the entire parking area, but in no point shall the light level exceed three (3.0) foot- candles, nor shall any increase in light levels or visible glare be permitted at the lot line.
