2-5-2: DEFINITIONS:
BARTER:
The exchanging of goods or services for other goods or services, rather than selling them for money.
CHARITABLE:
501 (c) (3) Organizations - Boy & Girl Scouts, youth athletic clubs, school clubs - public or private school, etc.
COMMERCIAL SOLICITATION:
The solicitation of goods and services directly to businesses located within business, commercial or industrial areas.
COMMERCIAL BUSINESS ESTABLISHMENT
An establishment used for commercial purposes, such as bars, restaurants, private offices, fitness clubs, retail stores, banks and financial institutions, auto and boat dealerships, and other establishments with common business areas. Any person who engages in, does, or transacts any temporary or transient business in any county, city or town and who, for the purpose of carrying on such business, occupies any location for a period of less than one year.
MOBILE VENDING UNIT:
Any food service establishment that is vehicle-mounted, wheeled, or constructed in a manner in which it is capable of being readily moveable.
SOLICITATION:
A.   Requesting directly or indirectly: Money, credit, funds, contributions, personal property or anything of value.
B.   Taking or attempting to take orders for the sale of goods, wares, merchandise, or services.
C.   Providing a description of future delivery or for services to be performed in the future.
D.   Selling and making immediate delivery any goods, wares, merchandise or services.
(Solicitation is not communication that is political, religious, or charitable in nature and that does not involve solicitation of money, funds, contributions, or anything of value. It also is not delivery of items ordered by resident or business for example, newspapers, groceries, etc.)
TRANSIENT:
Staying in a place for only a short time and then moving locations, lasting only a short time, or is constantly changing.
TRANSIENT MERCHANT:
Any person, individual, co-partnership or corporation, either a principal or agent, who engages in, does, or transacts any temporary or transient business in the Village who does not intend to become or does not become a permanent merchant of the Village.
