The wastewater service charge for the use of and for service supplied by the wastewater facilities for the village shall consist of a user charge for operation and maintenance plus replacement, applicable surcharges, and a debt service charge. (Ord., 2-27-1984)
A. Debt Service Charge:
1. The debt service charge is computed by dividing the annual debt service of all outstanding loans and bonds by the total estimated wastewater flow, thus apportioning the annual debt service on a cost per one thousand (1,000) gallons basis. Until such time that water meters are installed for all users or other appropriate means are established for determining wastewater flow from individual users, the debt service charge is computed by assigning residential equivalent units (REUs) to all users and dividing the annual debt service by the total number of residential equivalent units. Through further divisions, the monthly debt service charges are computed.

3. The monthly debt service charge shall be applied to each lateral installed but not in service. (Ord., 1-27-1986; amd. 2009 Code)
B. Basic User Charge:
1. A basic user charge based on the annual costs related to operation and maintenance plus replacement of equipment shall be imposed upon all users with wastes having the following normal domestic concentrations:
a. A five (5) day, twenty degree centigrade (20°C) biochemical oxygen demand (BOD) of two hundred fifty milligrams per liter (250 mg/l).
b. A suspended solids (SS) content of two hundred ninety milligrams per liter (290 mg/l).
2. The sewer use charge has two (2) components, as follows:
a. Minimum charge applied equally to all users computed by dividing the annual costs common to all users by the number of users. (Ord., 2-27-1984)
b. Flow charge computed by dividing the annual flow related costs by the total wastewater flow. Until such time that water meters are installed in the village or other appropriate means are established for determining wastewater flow from individual users, the flow charge shall be computed by assigning residential equivalent units to all users and dividing the annual flow costs by the total number of residential equivalent units. Through further divisions, the monthly flow charge is computed. (Ord., 2-27-1984; amd. 2009 Code)
C. Debt Service And Sewer User Charges Established:
1. Debt service charge: Fourteen dollars fifty cents ($14.50) per residential equivalent unit per month. (Ord., 1-27-1986; amd. 2009 Code)
2. Sewer user charge:
a. Minimum charge: Sixteen dollars fifty cents ($16.50) per month. (Ord., 1-27-1986; amd. per minutes dated 11-24-2008)
b. Flow charge: Twenty five dollars fifty cents ($25.50) per residential equivalent unit per month. (Per minutes dated 6-26-2000; amd. 2009 Code)
D. Surcharge: A surcharge will be levied to all users whose waters exceed the normal domestic concentrations of BOD (250 mg/l). The surcharge will be based on water usage as recorded by water meters and/or sewage meters for all wastes which exceed the two hundred fifty milligram per liter (250 mg/l) concentration for BOD. BOD SURCHARGE COMPUTATION
Two (2) units are attributable specifically to BOD. Those are aeration in the lagoons and the chlorination. The operational costs for the units are as follows:

E. Disposal Of Septic Tank Sludge And Holding Tank Sewage: Persons obtaining permission for disposing of septic tank sludge and holding tank sewage shall be charged as follows:

F. Annual Review Of Charges: The sewer service charges shall be reviewed not less than annually. The review shall be performed under the direction of the village board. Charges shall be adjusted and this article amended as required to reflect actual costs. (Ord., 2-27-1984)
