It shall be unlawful for any person in any manner to obstruct the travel or passage of any public crossing or highway of the village by placing or leaving upon, along or across such public crossing or highway any truck, locomotive, car or train of cars for a longer period than ten (10) minutes at any one time. Such public crossing, crossings or highways shall not be obstructed in the manner aforesaid under a fine as provided in section 1-4-1 of this code for each and every offense prohibited hereby.
