A. It is unlawful for any person, firm or corporation to do any of the following to obstruct a sidewalk, street, public way or alley, or interfere with pedestrians or traffic in the free use of the entire street, sidewalk or public way:
1. To use the sidewalk or street in front of a place of business for display of merchandise or signs;
2. To sell or offer for sale any merchandise from the sidewalk, street or alley in front of a place of business; or use such areas as a place to carry on a business or trade; or
3. To allow a sidewalk in front of property owned by a person to become in an unsafe condition for pedestrians or a hazard to persons using the sidewalk or sidewalk area.
B. It is the duty of each person to keep sidewalks clear and in a safe condition for pedestrians.
C. The obstruction of any of the streets, sidewalks or public ways in the city or allowing sidewalks to become unsafe, unclear or a hazard in violation of this section shall constitute a public nuisance. (1989 Code § 14-102)
