7-1-1: PUBLIC WORKS DEPARTMENT; SUPERINTENDENT, DUTIES:
   A.   Department; Appointment Of Superintendent: There shall be a public works department, the head of which shall be the superintendent of public works, appointed by the mayor for an indefinite term, subject to confirmation by the city council, and removable by the city council. The superintendent of public works shall be an officer of the city, and shall have supervision and control of the public works department. (1989 Code § 14-101; amd. 2002 Code)
   B.   Duties: It is the duty of the public works department, insofar as the city government performs these functions with its own personnel:
      1.   To construct, improve, maintain and clean streets (including alleys and other public ways), bridges and sidewalks; to install and maintain street lights, traffic-control signs, markings, signals and devices; to erect and maintain street name signs; and to supervise the use of streets by privately-owned utilities;
      2.   To construct, improve, maintain and operate storm and sanitary sewers and sewage disposal facilities;
      3.   To maintain all buildings and grounds used by the city;
      4.   To maintain and operate all parks, playgrounds, swimming pools and other recreational facilities operated by the city;
      5.   To maintain and operate all city-owned cemeteries;
      6.   To maintain city-owned motor equipment;
      7.   To maintain and operate the water system and any other city- owned utilities and public service; and
      8.   To perform such other functions relating to the maintenance, repair, improvement and operation of the physical facilities owned or used by the city government as the city may prescribe consistent with the city ordinance. (1989 Code § 14-101)
