8-4-1: DEFINITIONS:
CHANGE OF OWNERSHIP FEE: The water meter shall be read by the water department, the necessary administrative work involved to establish the account be completed, including, but not limited to, completing a service request form and establishing a billing ledger, meter reading form, alphabetical account/address index card and a billing plate.
COMMERCIAL USE ACCOUNTS: A single commercial or business establishment and including any additional number of family and/or commercial units located on the same premises being served through a single meter, such as apartment buildings, businesses with a family unit.
CONSUMER OR CUSTOMER: Where used herein, shall mean the person responsible for the payment of water bills.
DWELLING: Defined in section 4-2-1 of this code.
DWELLING UNIT: Defined in section 7-3-1 of this code.
FAMILY UNIT: Defined in section 7-3-1 of this code.
HOME OCCUPATIONS: Defined in section 10-1-4 of this code.
INDUSTRIAL USE ACCOUNTS: Any single metered commercial, business, manufacturing or industrial establishment that uses or is estimated to use in excess of one hundred thousand (100,000) gallons of water in a calendar year or the water meter size is more than one inch (1"), including, but not limited to, factories, laundromats, car washes, multi-family dwellings, trailer courts, hospitals, motels, hotels, multi-businesses, restaurants and meat processing establishments, etc.
MAY: Is permissive.
NONRESIDENT: All persons whose residence or place of business is not within the corporate limits of the city, but whose residence or place of business is located within the limits of the Savanna fire district.
NONRESIDENT USERS: Consumers using city water residing outside the city limits.
OWNER: Where used herein, shall mean the actual owner of the property to be supplied with water service.
PERSON: Any individual, firm, company, association, society, corporation or group.
PRIVATE FIRE RATES: The rates charged for the availability of water for fire protection to users which have a private fire protection system such as sprinklers or private fire hydrants. Rates shall be based on the size of the fire protection service as shown in section 8-4-23, "Water Rates And Related Charges", schedule 4, of this chapter.
RESIDENTIAL USE ACCOUNTS: A single residential metered water service for one family, including churches and other institutional organizations.
SERVICE FEE: The water shall be turned on at the curb stop and a meter installed at the premises requesting the service. Said fee shall also include removing the meter and turning off the water at the curb stop, whenever the account is to be terminated and the necessary administrative work involved to establish the account including, but not limited to, completing a service request form and establishing a billing ledger, meter reading form, alphabetical account address index card and a billing plate.
SHALL: Is mandatory.
SUBDIVIDER: Any person engaged in the division of a lot, tract or parcel of land into two (2) or more lots, parcels or other divisions of land, for the purpose, whether immediate or future, of transfer of ownership or building development, including all changes in street or lot lines.
SUPERINTENDENT: Where used herein shall mean the city employee having the authority to direct and oversee all activities of the city water department and being responsible for the enforcement of this chapter.
TEMPORARY TURN OFF FEE: The water shall be turned off by the city upon a request by the owner to complete temporary repairs to his water system and upon completion of said work, the city will turn on the water.
