In accordance with applicable law, the city may charge reasonable fees and charges for certain municipal services. Except as otherwise provided by applicable law including, without limitation, this code, the City Council will adopt a schedule of fees and charges by resolution. As reflected in this chapter, the city council intends to recover 100% of all costs associated with providing municipal services.
