(A) A license plate, which shall be in the form of a decal, shall be numbered and shall properly identify the licensee as having obtained his license from the Department of Police Services.

(B) No person shall remove, mutilate, deface or destroy any license plate or transfer any such license plate to any bicycle for which the same was not issued.

(C) Violation of this section shall be deemed an infraction.
