(A) It is hereby determined upon the basis of engineering and traffic surveys that the speeds permitted by state law upon the following streets vary from the speeds which would be reasonable and safe under the conditions found to exist upon such streets, and that the speed limits hereinafter set forth would facilitate the orderly movement of vehicular traffic and would be reasonable and safe.
