(A) No person shall peddle, hawk or vend ice cream, confectionery or any other kind of goods within 500 feet of the property line of any public or private school grounds, between the hours of 8:00 a.m. and 5:00 p.m. of each day that any school thereon is in session.

(B) Division (A) of this section shall not apply to merchants having stores within such prohibited districts as to sales made within such store building, nor to delivery wagons soliciting or delivering goods solely to householders or business establishments within such district, nor to any parent-teachers association, or committee thereof, or similar organization, as to activities conducted wholly on school grounds with the approval of the school authorities.

(C) Violation of this section shall be deemed an infraction.
