4-2-2: UNLAWFUL DEPOSITS:
   A.   All wastepaper, rags, cloth, cotton excelsior, straw, hay, manure, boxes, barrels, refuse, debris and other decaying matter and materials lying and remaining on the streets, avenues, sidewalks, alleys, lots, blocks and premises of the city shall be and are hereby declared to be unsightly, dangerous, fire hazards and a menace to the public health. On and after the effective date hereof, it shall be unlawful to drop, throw and leave any of the above named materials on the streets, avenues, sidewalks and alleys of the city, and it shall likewise be unlawful to drop, throw and collect or permit any or all of such materials to collect and remain on any lot, block or premises.
   B.   Any person found guilty of violating any of the provisions of this section shall be deemed guilty of a misdemeanor and, upon conviction thereof, shall be fined as provided in section 1-4-1 of this code. (1988 Code § 4-4-4; amd. 2016 Code)
