Any person violating any of the provisions of this title or any rule or regulation made in compliance herewith, where no other penalty is provided, shall be guilty of a misdemeanor and, upon conviction thereof, shall be punishable as provided in section 1-4-1 of this code, exclusive of costs, unless by the laws of the state of Texas, such act shall be declared to be a felony, in which case, the offense shall be referred to the proper county or district officials.
