No person shall operate any bus, van, shuttle bus, multipassenger limousine or other similar multipassenger vehicles, or shall provide valet parking in the R-1 use zone wherein the parking of cars shall be on the public streets, thoroughfares or alleys without having first obtained a permit from the police department nor shall any person employ or use any person or firm to operate or provide such a service unless the person or firm operating or providing the service shall have obtained the permit required by this section.
