The candidates for election to the office of City Commissioner, equal in number to the places to be filled, who shall receive the highest number of votes at such regular municipal election shall be declared elected. A tie between 2 or more candidates for the office of City Commissioner shall be decided under the direction of the election authorities, as provided by the general elections laws of the State.
