The nominating petition for election to the office of City Commissioner shall contain a statement of candidacy which shall be signed by the candidate named therein prior to the circulation of the petition. Such statement of candidacy shall contain a declaration made under penalty of election falsification that the candidate desires to be a candidate for the office named therein, and that he is qualified for the office he seeks.
The candidate need sign only one paper of the nominating petition but the declaration of candidacy shall be reproduced on each paper of such petition which is signed by electors.
