1357.19 LIGHT AND VENTILATION.
   (a)   Habitable Rooms: All rooms shall be provided with aggregate glazing area of not less than 8 percent of the floor area of such rooms. One-half of the required area of glazing shall be openable.
   Exceptions:
(1)   The glazed areas need not be openable where an approved mechanical ventilation system is provided capable of producing a change of air every 30 minutes and the opening is not required by Section 1357.24(d);
(2)   The glazed areas may be omitted in rooms where an approved mechanical ventilation system is provided capable of producing a change of air every 30 minutes, artificial light is provided capable of producing an average illumination of six footcandles over the area of the room at a height of thirty inches above the floor level and the opening is not required by Section 1357.24 (d).
   (b)   Alcove Rooms: When alcove rooms open without obstruction into adjoining rooms, the required window openings to the outer air shall be based on the combined floor area of room and alcove. For purpose of determining light and ventilation requirements, any room may be considered as a portion of an adjoining room when at least one-half of the area of the common wall is open and unobstructed and provides an opening of not less than one-tenth of the floor area of the interior room but not less than twenty-five square feet.
   (c)   Bathrooms: Bathrooms, water closet compartments and other similar rooms shall be provided with aggregate glazing area in windows of not less than three square feet, one-half of which must be openable.
   Exception: The glazed areas shall not be required where artificial light and an approved mechanical ventilation system capable of producing a change of air every twelve minutes are provided. Bathroom exhausts shall be vented directly to the outside.
   (d)   Stairway Illumination: All interior and exterior stairs shall be provided with a means to illuminate the stair, including the landings and treads. Interior stairs shall be provided with an artificial light source rated for a minimum of 850 lumens located in the immediate vicinity of each landing at the top and bottom of the stair. Exterior stairs shall be provided with an artificial light source rated for a minimum of 850 lumens located in the immediate vicinity of the top landing of the stair.
   Exceptions:
(1)   An artificial light source is not required at the top and bottom landing, provided an artificial light source is located directly over each stair section.
(2)   Alternatively, for interior stairs, lighting designs providing a minimum illumination level of 10 footcandles (10.8 1x) at each tread and portions of landings within 3 feet (914mm) of an interior step.
   Alternatively, for exterior stairs, lighting designs providing a minimum illumination level of 1 footcandle (1.08 1x) at each tread and portion of walkways within 3 feet (914mm) of a step serving a dwelling.
   (e)   Light Activation: The control for activation of the required interior stairway lighting shall be accessible at the top and bottom of each stair without traversing any step of the stair. The illumination of exterior stairs shall be controlled from inside the dwelling unit unless continuously illuminated or automatically activated.
   (f)   Required Glazed Openings: Required glazed openings shall open directly onto a street or public alley, or a yard or court located on the same lot as the boathouse.
   Required glazed openings may face into a roofed porch where the porch abuts a street, yard or court and the longer side of the porch is at least sixty-five percent (65%) open and unobstructed and the ceiling height is not less than seven feet.
   (g)   Required Heating: Every dwelling unit shall be provided with heating facilities capable of maintaining a room temperature of 68 degrees Fahrenheit (20 Degrees Centigrade) at a point 3 feet above the floor at the design temperature in all habitable rooms.
