(a) All “on-street” parking within the Central Parking District shall be limited to a period of three hours. These restrictions shall apply between the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday excluding holidays. No “on-street” parking shall be allowed from 3:00 a.m. to 5:00 a.m. daily.
(b) Violation of the time limits within the Central Parking District shall result in the following:
(1) First Offense: (within a 12-month period) $10.00 if paid within 4 hours of the issuance of a citation of $20.00 if paid after 4 hours from time of issuance.
(2) Second Offense: (within a 12-month period) $15.00 if paid within 4 hours of the issuance of a citation or $30.00 if paid after 4 hours of issuance.
