351.15 PARKING OF COMMERCIAL VEHICLES IN RESIDENTIAL NEIGHBORHOODS.
   (a)   No person shall park a school bus, commercial tractor, agricultural tractor, truck of more than one ton capacity, bus, trailer, semitrailer, pole trailer or moving van on any street or alley within a residential neighborhood of the Municipality unless unloading, loading or performing duties requiring temporary blockage of the curb and/or traffic lane. There will be no parking of such vehicles in residential neighborhoods between one hour after sunset and one hour before sunrise.
   (b)   No person shall park any vehicle listed in subsection (a) hereof for any purpose permitted in subsection (a) on residential property so as to extend into any municipal right of way or in a parking area on or adjacent to any residential property that obstructs movement of traffic in any alley within the residential neighborhoods of the Municipality.
   (c)    Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
