343.13 RIGHT OF WAY.
   The operator of a vehicle shall yield the right of way at a stop sign to all vehicles not obligated to stop, and shall yield the right of way at an intersection or at a place where lines of traffic cross to a vehicle approaching from the right, in the absence of a stop sign. Pedestrians shall have the right of way at an intersection or at a place where lines of traffic cross to a vehicle approaching from the right, in the absence of a stop sign. Pedestrians shall have the right of way at all times and at all places within a shopping center or upon any public grounds. The operator of a motor vehicle proceeding to leave a parking place shall yield the right of way to all other vehicles being operated in a lawful manner.
