183.04 APPLICATION.

(a) The Clerk of Council shall cause a copy of this chapter to be certified to the Registrar of Motor Vehicles as soon as it is passed but not later than July 1, 1981.

(b) This chapter shall become applicable to motor vehicle registrations for the registration year beginning January 1, 1982.
