(a) Present employees of the City shall be allowed existing credits for prior public service within the State of Ohio for purposes of computation of vacation leave.
(b) All employees hired after the effective date of this section shall receive credit for prior public service in accordance with applicable State law or City ordinances in effect at the time of hiring.
