No person shall be eligible for full-time employment with the City of Salem other than original appointment to the police or fire departments, unless the following requirements are satisfied:
(a) A physical examination given by a licensed physician, certifying that the applicant is free of cardiovascular and pulmonary disease, not more than 120 days prior to the date of such appointment; and
(b) Negative results on legal urine drug screen; and
(c) Meets the physical requirements necessary to perform the duties of a City employee as established by the Civil Service Commission.
