(a) All City offices, including those in City Hall, the Parks Department, and the Health Department, shall be open between the hours of 8:00 a.m. to 5:00 p.m.
(b) Each office employee shall work eight hours per day and each department head shall account for each employee's hours.
(c) With cooperation of the department heads, offices shall be open over the lunch period and that unless otherwise provided by ordinance, City employees shall not be paid for their lunch break.
