Each officer and employee of the City and each member of any department thereof shall be a resident of the City or a resident within seven miles of the City limits and shall hold his position as such officer, employee or member of any department or board only so long as he is such a resident. This shall not, however, be construed to apply to elected officers of the City who are required by the laws of the State to be electors of the City or to members of boards and commissions of the City who shall also be electors. In the case of probationary employees, they shall not be required to meet the residency requirement of the City until one year after completion of the probationary period.
