The Utilities Commission is hereby authorized to administer and enforce when necessary, the restriction of the quantity of water being supplied to a user during disruptive emergencies, drought, or water use demands which may exceed the reasonable capacities of Water Supply, Water Treatment, or Distribution Systems.
The Utilities Superintendent shall be given the authority to terminate any user's service or services who fail to cooperate following public notification that a water use restriction has been instituted to maintain the integrity of the Salem Drinking Water Systems.
