Members of the Utilities Commission shall have complete control over the management and operation of the Salem waterworks and the Salem sewage system, including control over the personnel in the Water Department and Sewer Department and any other duties relating to the management and operation of the Water and Sewer Departments now conferred upon the Director of Public Service by Ohio R.C. 743.03 and 735.02. Compensation for Utilities Commission members shall be set by Council pursuant to Ohio Revised Code Section 735.03.
