(a) There is established an auxiliary police unit, which may consist of armed and unarmed auxiliary police, within the Police Department.
(b) The Director of Public Safety shall be the executive head of the auxiliary police unit, and shall make all appointments and removals of auxiliary police officers and shall prescribe rules and regulations for the organization, training, administration, control and conduct of the auxiliary police unit.
