1335.04 ESCROW.
      (a)    Each demolition of a vacant structure requires the owner hold in escrow with the City of Salem or by bond, a deposit or bond equal to two-thirds (2/3rd) of the estimated cost of demolition of the structure. If the amount to set up the escrow cannot be paid in full or a bond cannot be obtained, the City will place a lien on the property containing the structure for the specified amount minus any deposited fees.
   
   (b)    The City shall use these funds to complete the demolition in the event that the owner does not complete the demolition according to the submitted plan.
   (c) Escrow funds will be released upon completion of the work, provided that all fees have been paid in full. New owners must sign a form accepting responsibility for completing the demolition.
   
   (d)    Nothing in this Section shall be construed as a limitation on the City's remedies to take legal action against the owner or prior owner of any structure for the reimbursement of the costs associated with the demolition of the vacant structure not covered by bond or deposit as set out in Section 1187.04 above.
