(a) The Law Director is empowered from time to time to employ special counsel on a contract basis, which counsel may be one or more, or a firm of attorneys at law, for assistance in the handling of litigation or prosecutions or other proceedings in court or before any administrative body, or for advisory opinions, as the Law Director shall deem advisable in the interest of the City.
(b) Special counsel shall be paid reasonable compensation for services rendered from funds appropriated or to be appropriated by Council from time to time for such purpose. Special counsel, and any other attorneys retained by any other City Departments, shall submit regular reports and hourly billings to the Law Director for review and approval, prior to payment of billings.
