(a) That applicants submitting information to any department of the City of Salem requiring a professional review, study or consultation shall be required to pay a non-refundable application fee, to the City, of seven hundred and fifty dollars ($750.00) which will be applied towards the actual cost of such review, study or consultation and preconstruction meeting, if necessary. The applicant shall pay all fees relative to a professional review, study, or consultation and preconstruction meeting.
(b) The professional engineer/person/consultant/firm, selected by the City shall submit a report relative to the requested service along with the cost of the service, invoiced to the City.
(c) The appropriate department of the City receiving said report shall notify the applicant of the cost of the service, if any, over and above the seven hundred fifty dollar ($750.00) application fee, by invoice, payable to the City. In the event a preconstruction meeting is required, the appropriate department of the City receiving said report shall notify the applicant of the necessity of the meeting and the cost of the service, if any, over and above the seven hundred fifty dollar ($750.00) application fee, by invoice, payable to the City. Said fee shall be paid to the City prior to the release of information or project approval to the applicant. The City shall pay the professional engineer/professional person/consultant/firm from the appropriate account.
(d) A preconstruction meeting shall be held for projects in the City of Salem which include, but are not limited to, improvements such as water mains and lines, sanitary sewer mains and lines, storm sewer systems, storm water detention/retention areas, erosion controls and work done in easements granted to the City. The necessity of a preconstruction meeting shall be determined by the appropriate City department that received the application requiring the professional review, study or consultation.
