To provide funds for the purpose of general Municipal operations, maintenance of equipment, new equipment, extension, enlargement and improvement of Municipal services and facilities and capital improvements of the City, there is hereby levied a tax upon income at the rate of one percent (1%) plus an additional one quarter percent (.25%) beginning January 1, 2016 and continuing for a ten (10) year period with the additional .25% to be used specifically for improvements to streets, alleys, sidewalks, curbs, parking lots, and storm sewers.
