(a) Any duly licensed taxicab and/or transit vehicle in the City shall operate taxicabs and/or transit vehicles on a flat city charge. Such flat charge shall be duly printed on a card which is clearly readable and in full view of passengers in each taxicab and/or transit vehicle.
(b) Each taxicab and/or transit vehicle company shall install a system requiring the use of manifests of records whereby each driver shall record the origin and destination of each trip and the amount of the fare, and each driver comply therewith. The manifest or records shall be kept on file in the office of the taxicab and/or transit vehicle office and shall not be destroyed until written permission has been granted by the Planning and Zoning Officer or Chief of Police. Said manifest or records shall be submitted annually to the Planning and Zoning Officer with the application for renewal of the taxicab and/or transit vehicle license. The Planning and Zoning Officer shall return the records to the taxicab and/or transit vehicle company after a reasonable length of time.
(c) All taxicabs and/or transit vehicles shall operate on a "call and demand" basis and the owner and drivers shall make trips in the order of their call.
